Helping to accelerate and scale the transition ‘From Care to Health’

5 minutesThe transition ‘From Care to Health’ is necessary to keep the Dutch healthcare system affordable and accessible in the future. It represents nothing less than a fundamental shift in thinking and doing. Across the entire Dutch healthcare ecosystem (including healthcare providers, health insurers, policymakers, knowledge institutions, local authorities, and patient representatives), there is a strong focus on innovation and renewal; from data-driven technologies and service concepts to new network-based collaborations and hybrid financing models.
In addition to useful incremental innovations within existing (care) paradigms, the national care transformation task explicitly calls for a care transformation. The Kavelmodel from HealthKIC aims to achieve this by replacing the existing guiding principle of 'rewarding the repair of disease' and focusing on making and keeping people healthy in defined geographical areas (plots). The model aligns well with increasing numbers of regions in the Netherlands seeking innovative solutions in which health, prevention, and lifestyle take precedence over disease and treatment.
Since 2021, in collaboration with HealthKIC, Invest-NL has been working in various ways to make the Kavelmodel more financially feasible and scalable. This is necessary because regional population and/or health disparities, and the lack of a proven standard financing model, can lead to uncertainties and risks that make scaling up and financing difficult.

Preventing, replacing or relocating expensive care for a sustainable healthcare system
Making the transition 'More Health with Less Care' financially feasible is Investment-NL's top priority. Preventing, replacing or relocating costly care is central to this. It requires innovation, entrepreneurship, and active involvement from the many stakeholders who together form the Dutch healthcare ecosystem. To accelerate the transition towards a sustainable Dutch healthcare system, Investment-NL has already financed and/or made various companies and projects financing-ready.

More and more regions in the Netherlands (want to) innovate in the field of prevention and health
At the regional level, the healthcare sector, municipalities, health insurers, and entrepreneurs are increasingly joining forces. Together, they aim to keep residents happier and healthier for longer. They are searching for innovative solutions where health, prevention, and lifestyle are central, not disease and treatment. The Parcel Model with its three pillars ‘Organise differently’, ‘Finance differently’, and ‘Monitor differently’ makes it possible to organize the conditions necessary for this. There are now three parcels where the model is being implemented; in Achterhoek, in Ede, and in Groningen.
The practice shows that jointly developing a new way of working is complex. It requires data-driven management of region-specific (preventive) interventions for regional health themes. This involves not only a new way of organizing and monitoring but also imposes special demands on its financing. For example, there is not yet a proven standard financing model, and regional population and/or health disparities may lead to other interventions with similar financing needs. This uncertainty and risk make scaling up and financing difficult.
The strength of the Plot Model is that it utilises local energy and ambitions to fundamentally rethink the regional health issue differently. Invest-NL aims to assist with the plots and at the same time ensure that the knowledge and experience gained can be applied more quickly and easily in other parts of the country.

Where Invest-NL makes a difference in this case
To accelerate and scale up, it is essential that appropriate financing solutions are available from the preparatory phase through to the implementation of the Plot Model. Invest-NL contributes to a solid justification of costs and financing needs. Regional financing models have also been studied, and a roadmap has been designed to provide insight into the necessary steps to establish the Plot Model regionally. This enables initiators to start working with 'From Care to Health' in increasingly more locations across the Netherlands. Finally, Invest-NL makes it possible to set up and deploy a (regional) proof of concept data infrastructure, which will expedite the development of an integrated data infrastructure for healthcare.


Continuing to invest in point solutions will not lead to real transformation. Invest-NL understands this like no other and is willing to invest in a system innovation. This is exciting and requires courage, both from the parties in the region and from the investors. But the fact that we are embarking on this adventure together gives such confidence that we are convinced that we will make a difference with this.
